Dear County Council Members, My name is Diane Ware and I am representing Volcano Cymbidiu Road Maintenance Corporation of which I am a board member. itiiiiiiiiiilitliii Page 1 of 1 Gres.. On April 15, 2010 the board was presented with a copy of County`6ouncil Res. 321 -10. After discussion of this measure, the board unanimously voted to support this resolution. It was agreed that I would represent the board in this matter as it moves forward in council. Our corporation was created in 1996 out of desperation. We had no control over the small fund (less than $30,000) set aside to maintain our roads in perpetuity and were facing rapid growth and increased use of poor subdivision roads. In spite of road assessments we struggle to maintain our roads to be safe and passable to emergency vehicles. The High Cost of "Cheap" Land: Point of fact is that all infrastructure is expensive and must be paid for sooner or later. In the case of our subdivision half acre lots have sold for over $150,000. The owners then must spend an additional $15,000 for water catchment, filters, pumps, septic systems. Both of these systems require continual maintenance - -- septics need pumping and even in Volcano water may need purchasing. Electric service can cost $1000 to $13,000 if poles must be run. Then there is the roads: annual assessments in perpetuity, forming a Corporation and managing it, and the liability. There is no "Free Lunch" in the substandard subdivisions whose formation benefited the County, State, landowners and developers. We thank council for considering this measure.
