Your Committee on Finance, to which was referred Resolution No. 390 -10, reports as follows:
Resolution No. 390 -10, transmitted by Director of Finance Nancy Crawford, via Communication No. 937,
dated September 6, 2010, authorizes the payment of funds of a later fiscal year and of more than one fiscal
year for a multi -year lease agreement for one hundred (100) mobile data terminals (MDT) for the Hawai`i
County Police Department.
The MDTs, to be placed in various officer's vehicles throughout the County, will allow the officers
immediate access to the data base to check warrants, TROs and prior arrest information. This will improve
the safety of the patrolling officers and save time by allowing them to file reports while away from the
station. Resolution No. 126 -09 authorized the lease of the initial batch of 100 MDTs and this resolution is
for a second batch.
Pursuant to Section 10 -11, Hawai`i County Charter, any contract, lease or other obligation requiring
payment of funds from the appropriations of a later fiscal year must be approved by resolution.
Police Major Larry Weber said the year -long initial test of twenty (20) MDTs allowed the bugs to be
worked out. There are a few areas of poor reception in North Hilo, North Kohala and South Kona, but the
County is hopeful in acquiring stimulus funds for improved broadband in rural areas, which would
alleviate the problem.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 390 -10, and
recommends its adoption.
