Re: Honoka`a Large Capacity Cesspool Replacement Project
The Honoka`a Large Capacity Cesspool Replacement project involves the design and
installation of new sewer mains (Phase I) and upgrades to the existing Wastewater
Treatment Plant (Phase II) located in Haina Town. Both phases in this project represent a
wastewater collection and treatment /disposal solution to the County's large capacity
cesspool replacement project and also assist the State facilities and businesses as they
close their large capacity cesspools. Owners of large capacity cesspools are being
required to close such cesspools in order to meet federal Environmental Protection
Agency requirements to eliminate large capacity cesspools.
Phase I of this project is very near to completion and Phase 11 is tentatively scheduled to
go out to bid in October 2010. The construction for Phase II of this project will be funded
through the State Revolving Fund loan program. This request for an additional
appropriation of $976,000 will bring the total appropriation for Phase 11 construction to
$6,000,000 which is the current estimated cost for this phase of the project.
Enclosed is a bill for an ordinance adding the Honoka`a Large Capacity Cesspool
Replacement — SRF project, for $976,000 into this fiscal year's Capital Budget.

A. REQUEST:
Request to amend Ordinance 10 -60, Capital Improvement Budget, to include an appropriation for the
following project:
Honoka`a Large Capacity Cesspool Replacement — $976,000 from State Revolving Fund
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
