I am writing to you regarding a person who is giving engineering advice For the State of Hawaii and has previously given engineering advice for the County of Hawaii. Jiro Sumada, is not an Engineer, has no license to practice engineering in the State of Hawaii and any statements made by him regarding engineering should be discarded as nonsense! Jiro was employed at one time by Willocks Construction. Jack Willocks informed me before he passed away that he had to fire Jiro because he could not even lay out a parking lot. Jack, along with Stephen Yamashiro brought Jiro into the County as the Deputy Chief Engineer. This was the first time that a non - licensed person occupied that job. Jiro was appointed as Deputy to Donna Kiyosaki. Jack told me that he took Jiro off his payroll and put him on the public payroll. Jiro and Donna had a large part in approving the divergence of Palai Stream into the Kupulau Ditch and into the Waiakea Stream. This caused a flooding disaster below Kawailani Street and forced the County to construct a $6 million bridge at Kawailani. Jiro, Donna and the former Councilman Arakaki blamed me for causing the August 12, 1994 flood because the floodwater flowed through my property. This was false. Jiro encouraged several residents who experienced flood damage below by property to sue me. Jiro also tried to force the County inspector to change his statement to blame me. Jiro has no conscience, is sneaky, and is not an Engineer. This action caused my family and 1 extreme hardship since I was forced to sell the property that had a stigma to it. I lost what was to be my retirement! Jiro is now with the State Department of Transportation and giving engineering advice on the Woodland Shopping Center intersection. Watch out what you believe! The intersection is dangerous and Jiro has no business to give engineering advice, which could be interpreted as practicing engineering without a license, a crime in this State. They do have a TIAR that they did in December of 2008, and if I'm not mistaken, I believe I just heard Jiro mention that they accept....They, I think he said they would accept that as being current, provided they include the mitigation measures for the intersection that they're going to do. That was added on. Right as long as it is, you know it has to be in accordance with best practices, and he is an engineer for the State and I would imagine it would. So on the administration side, do you folks feel comfortable that they are in compliance with... for their extension ?"
