We are in favor of the privatization of what is the dead end portion of the north end of Kamaoa Road. Daleico Ranch is the lessee of 2 parcels of land owned by Kamehameha Schools and Monica Mallick. The portion of the road that passes through our leases is the last 2 /3rds of the road. It dead ends in Monica Mallick's property that we lease. We are a cattle ranch and have been in business in this area since 1959. We are concerned about this dead end road being opened to unregulated public access for the following reasons. 1. Fire hazard. 2. Illegal hunting and firearm activity. 3. Illegal dumping including hazardous materials. 4. Trespassing. 5. Gates being left open and cattle venturing onto South Point Road creating a hazard for traffic including the possibility of a traffic accident fatality. The roadway no longer exists as it is drawn on the plat map on areas in our section. Over the years the roadway has detoured off of the original route and now passes on Kamehameha School property and Monica Mallick property. This is the result of Ranching operation needs and making the road more easily traversed. The County will need to survey the entire route if it is to open the Road to the public inorder to safeguard the public. The original road is impassable in some sections and bulldozing will be required to clear away the trees and grade the surface. There has never been a duty to maintain the original roadway on it's defined boundary. The intersection at Kamaoa Road and South Point Road where this dead end portion starts will have to be improved substantially if this dead end portion is to be accessed by public traffic. Exiting the road onto South Point road comes at a blind corner with no more than 100 feet of visibility to the uphill side. Cars coming around the corner on South Point Road from uphill cannot see cars exiting the road. We have had close calls with our Ranch vehicles in the past. The roadway does not offer the public any benefit and burdens the County with increased Fire, Police, and Public Works involvement. It is a narrow roadway that dead ends at private land. There is not enough land to make a parking or turnaround without forcing vehicles unto private land. It is an isolated area that if opened to the public we believe will lead to illegal activity and may endanger traffic on South Point Road. Come do, 9 Ref. To: t)1 FCi Ref. Date AUG 17 2010
