Your Committee on Finance, to which was referred Resolution No. 211-00, reports as follows:
Resolution No. 21 1-OQ transmitted by Council Member Leningrad Elarionoff, via
Communication No. 646, dated February 2, 2000, encourages the building of a 'community of
character' in the County of Hawaii by supporting and co-sponsoring seminars that teach
character-based principles of effective law enforcement.
Two seminars held in Hilo and one in Kona, will be attended by the members of the Police and
Fire Departments, the Office of Prosecuting Attorney, members of the County Council, and
limited members of the Honolulu, Maui and Kauai Police Departments. ft is anticipated that the
seminars will cost approximately $15,000-$20,000.
Said resolution also authorizes up to $20,000 be earmarked from the Clerk Council SVC OVE
Miscellaneous Contract Services account No. 010-101-5101.02-115 to underwrite the cost of the
seminars. The total cost will be shared between the Hawaii County Council, the Office of the
Prosecuting Attorney, and seminar fees.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 211-00
and recommends its adoption.
