Honorable Committee Members;
Thank you for your time and allowing me to share my thoughts with you. My name is
Bertha Basabe. I am a part time fish collector and part time RN at Kona Community
Hospital. I have been living on the west side of the Big Island since 1987. I would
like to discuss Resolution 308.
Our group has been working with Councilman Hoffman and the WHFC trying to
come up with changes to the resolution we can all agree with. Initially I opposed
Resolution 308. I feel better about it with the work that has been done. I am
really excited with the Pebble Beach proposals. If the group can agree to o change
of no swap, but instead make the Pebble Beach closure a marine preserve or 'no
take area" it would be so great. After all, this is about preserving the ocean
resource. If the area is not changed to a preserve, then it will be as flawed as Act
306. This set up the 30% closed areas to tropical fish collection over 10 years ago.
Simple stated it allows anyone to take as much fish as they want in these "Fish
Replenishment Areas and long as they kill them. You can't take them alive!
If the people of Pebble Beach want to protect their fish only from collectors, not
from gill net fisherman or spear fishermen then I would still be opposed to a
resolution that really isn't about protecting the resource after all.
