AMENDMENTS TO PUNA COMMUNITY DEVELOPMENT PLAN ( "BILL 194 ")
Dear Chair Yoshimoto, Councilmember's, Chair Ikeda and Members of the Committee on Planning:
I am unable to attend the hearing today but wanted to submit my thoughts.
I have followed the CDP process as both a licensed Realtor and as an active member of the HICC for the
past several years. Many of the items that are being recommended for your approval today are items that
were brought to you as concerns when you voted on the original passage of the Puna CDP. The Planning
Director at that time and the proponents of the plan agreed that there needed to be some "tweaking" done for
the Puna CDP to be a functional plan document. I testified against passage at that time being concerned
about the confusion that existed in the document but was assured that you as Councilpersons would get it
fixed.
One of the other points I made in my testimony two years ago was how misleading the Council was in giving
community members so much rope to create these CDP's without any regard to how they would be funded.
Many times without any regard for private property rights. I expressed how you would see a day when those
same community members would come back to you and be upset that they were feeling deceived maybe
even tricked. Well that day is here.
Now its time to live up to the assurances that you gave to all of us including the then Director of Planning and
make the needed tweaks to enable this plan have any chance of functioning. I'm sorry the community is
feeling frustrated. They have worked very hard but we have to dream our dreams within the confines of
existing laws, zoning or otherwise.
I have reviewed the proposed amendments to the Puna Community Development Plan ( "Puna CDP)" that are
included in Bill 194 initiated by the County Council on December 18, 2009 and concur with the Planning
Director's May 11, 2010 favorable recommendation to amend the Puna CDP.
Please pass this bill so that everyone can move forward. Thank you for the opportunity to submit my
thoughts.
