Amendments to Puna Community Development Plan (Bill 194)
Dear Chairman Ikeda and Member of the Committee on Planning:
The Hawaii Government Employees Association, AFSCME, Local 152, AFL -CIO, has
reviewed the proposed amendments to the Puna Community Development Plan ( "Puna CDP ")
that are included in Bill 194 initiated by the Hawaii County Council on December 18, 2009, and
hereby provides testimony in support.
The Puna CDP was initially approved on September 10, 2008 as Ordinance 08 -116
(Bill 318, Draft 4). The 2008 Puna CDP was adopted before all issues were addressed, and these
proposed amendments contained in Bill 194 will assist in the implementation of the Puna CDP.
As the Puna CDP is intended to provide guidance to decision - makers on the future
development for the next 20 years, the proposed revisions contained in Bill 194 will allow the
necessary flexibility to meet the challenges of the future.
The proposed amendments appear to be consistent with the goals, objectives, and policies
of the General Plan; therefore, the HGEA respectfully requests that the Hawaii County Council
approve the proposed amendments to the Puna CDP contained in Bill 194.
