Your Committee on Finance, to which was referred Bill No. 303, reports as follows:
Bill No. 303,transmitted, by Finance Director Nancy Crawford via Communication No. 952,
dated September 22, 2010, amends Ordinance No. 10-60, as amended, the Capital Budget for the
County of Hawai`i for the fiscal year ending June 30, 2011, by adding the following project:
ENVIRONMENTAL MANAGEMENT:
Honoka`a Large Capacity Cesspool Replacement—SRF 110.699.5693.25 $ 976,000
Funds for this appropriation increase shall be provided from:
State Revolving Funds (SRF) $ 976,000
Phase I of the Honoka`a large capacity cesspool project is very near to completion, and Phase II
is scheduled to soon go out to bid. The construction of Phase II will be funded through the State
Revolving Fund loan program. This request for an appropriation of$976,000 will bring the total
appropriation for Phase II construction to $6,000,000, which is the current estimated cost for this
phase of the project.
Council Members Yagong and Naeole-Beason spoke in support of the bill.
Pursuant to Section 10-6(d), Hawai`i County Charter, the Council may amend the Capital Budget
for that year with a two-thirds vote.
Your Committee on Finance is in accordance with the purpose and intent of Bill No. 303 and
recommends it pass first reading.
