Your Committee on Finance, to which was referred Resolution No. 394 -10, reports as follows:
Resolution No. 394-10, transmitted by Director of Finance Nancy Crawford, via Communication
No. 953, dated September 22, 2010, authorizes the payment of funds of a later fiscal year and of
more than one fiscal year for a multi-year lease agreement for twenty (20) laptop computers to be
utilized by Emergency Medical Services (EMS) personnel of the Hawaii Fire Department.
The laptop computers will be used to document patient care, send critical information to
hospitals, and collect billing information from the incident site or other locations as needed. The
anticipated annual cost for the lease is approximately $28,373 and is fully reimbursable by the
State of Hawaii under the contract the County has with them.
Assistant Chief Ralph Iwata said the State converted from written to electronic reporting in 2006
The current laptops were implemented in January 2007 and have since exceeded their warranties
and expected operating life. They will be used as back-up computers for the department.
Pursuant to Section 10-11, Hawaii County Charter, any contract, lease or other obligation
requiring payment of funds from the appropriations of a later fiscal year must be approved by
resolution.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 394-10,
and recommends its adoption.
