Your Committee on Environmental Management, to which was referred Communication No. 945,
reports as follows:
Communication No. 945, from Mayor Billy Kenoi, dated September 8, 2010, requests confirmation
of the appointment of Frank J. DeMarco as County of Hawai`i Director of the Department of
Environmental Management, effective September 7, 2010. Communication No. 945 notes that
Mr. DeMarco has been employed in the Engineering Division of the County Department of Public
Works since 2007. Prior to joining the County of Hawai`i, Mr. DeMarco was employed for 26 years
as a Water Quality Resources Engineer by the State of California.
Pursuant to Article VI, § 6-5.3,Hawai`i County Charter, the Director of Environmental Management
shall be appointed by the Mayor, confirmed by the Council, may be removed by the Mayor, and shall
have a minimum of five years' administrative experience in a related field.
At the October 5, 2010 meeting of the Committee on Environmental Management,Frank J. DeMarco
was present and expressed his commitment to addressing the Hilo Landfill and Waste to Energy
issues in his new role as Director.
Committee Chair Kelly Greenwell requested your Committee members to waive Mr. DeMarco's
presence at the Council meeting. There was no objection.
Your Committee on Environmental Management is in accord with Mayor Kenoi's nomination and
recommends the confirmation of the appointment of Mr.Frank J. DeMarco as County of Hawaii
Director of the Department of Environmental Management.
