Re: Operating Budget
The State of Hawai`i Department of the Attorney General's Crime Prevention and Justice
Assistance Division has authorized a $147,457 "Na'auao — Where Knowledge is Learned"
program grant to the Hawaii Police Department. The Hawaii Police Department has
applied for accreditation with the Commission on Accreditation for Law Enforcement
Agencies (CALEA) and the officers need to be trained in accordance with the nationwide
standards set forth by CALEA. The training requirement keeps officers informed, updated,
in compliance with case law, and in touch with the newest, most effective ways in battling
crime. The grant funds will be used to implement an intranet training module which will be
capable of training officers in many required subjects, and will involve testing, re- testing if
required, storing training information, and tracking the training received by officers.
Enclosed is a resolution to authorize the Mayor to enter into an agreement with the State
of Hawai`i Department of the Attorney General for this grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
this $145,457 "Na'auao — Where Knowledge is Learned" program grant.

To create an account entitled "Na'auao- Where Koe edge is Learned" for $145,457.00 under object code 115.
To enter into a contract with the State Department of the Attorney General Crime Prevention and Justice
Assistance Division under the Na'auao -Where Knowledge is Learned Grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of the Attorney General Crime Prevention and Justice Assistance Division is providing
a grant to ensure that members of the Hawaii Police Department meet or exceed the nationwide standards
for training of Police personnel. The department will hire a consultant to design and implement a training
module. This will assist the department to constantly improve its performance in all areas of operations.
