Re: Agreement with the State of Hawaii Department of Health
The Hawai'i County Civil Defense Agency (HCCDA) wishes to transfer ownership of three
Ford F -250 pick -up trucks purchased with 2008 Homeland Security Grant funds by the County
of Hawai'i to the Hawai'i State Department of Health Hawai'i District Health Office (HDHO).
The HCCDA recognizes that Public Safety and Emergency Response is not the domain of
Hawai'i County government alone as HDHO is a significant partner in public safety. The
HCCDA recognizes that supporting HDHO activities benefits all Big Island residents and
developing strong partnerships can only improve emergency response by both agencies. The
current support of HDHO includes the storing of HDHO emergency supplies in the HCCDA
warehouse.
The vehicles were identified for purchase with 2008 Homeland Security Grant (HSG) funds for
use by HDHO when it was recognized that while HCCDA supported the storage of HDHO
emergency supplies, HDHO had very limited capacity to transport supplies to where they
would be necessary. As HCCDA is the local agency responsible for the distribution of HSG
funding in Hawai'i County and current HSG rules do not allow local state agencies to apply
directly for funding, HCCDA facilitated the purchase of the vehicles to HDHO.
Enclosed is a resolution authorzing the Mayor to enter into an agreement with the State of
Hawaii Department of Health for the purchase and transfer of the three vehicles.

A. REQUEST:
The Hawai'i County Civil Defense Agency (HCCDA) wishes to transfer ownership of three Ford F -250 pick-

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The HCCDA recognizes that Public Safety and Emergecy Response is not the domain of Hawai'i County
government alone. HDHO is a significant partner in public safety. HDHO's emergency and disaster
responsibilities include, but are not limited to, oversight of public sanitation including sewage disposal;
drinking water systems; food safety; vector control following a disaster or disease outbreak such as dengue
or West Nile virus; operation of Alternate Care Site shelters for individuals with special medical needs during
disasters; operation of low- acuity care facilities to manage hospital patient over -flow during a pandemic; and
operation of mass dispensing sites in case of a bioterrorist event in the state. HCCDA recognizes that
supporting HDHO activities benefits all Big Island residents and developing strong partnerships can only

RE: Resolution No. 401 -10 : Resolution Authorizing the Mayor to Enter Into a
Memorandum of Agreement with the State of Hawai`i Department of Health, Hawai` i
District Health Office for the Purchase and Transfer of Three Vehicles
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In reviewing this
matter, timely approval is crucial. It is therefore advantageous that approval is granted and the
matter be placed onto the next Council agenda for review. However, in the event this request is
denied, for whatever reason, I understand the matter shall be referred to the Finance Committee
for placement on its future agenda.
