Re: Capital Budget
Enclosed is a bill for an ordinance adding the Improvements to Pana`ewa Rainforest Zoo &
Gardens project for $290,000 to this fiscal year's Capital Budget. This project will cover
the development of a new ADA- and Safety - compliant children's playground for all age
groups; landscape improvements; new picnic area with expanded seating; construction of
two new ADA - accessible family use restrooms in the zoo's entry building; and a new office
in the existing rain shelter structure. Funding for this project will come from a Land and
Water Conservation Grant award of $290,000 from the U.S. Department of the Interior,
National Park Service.

A. REQUEST:
I. Amend Capital Improvement Budget (Ord. 10 -60), to add following project:
Improvements to Pana`ewa Rainforest Zoo & Gardens
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation is required to receive the $290,000 Land Water Conservation Fund
Grant (U.S. Department of the Interior, National Park Service) the department was
awarded.
The project will cover the development of a new ADA- and Safety- compliant children's
playground for all age groups; landscape improvements; new picnic area with expanded
seating; construction of two new ADA- accessible family use restrooms in the zoo's
entry building; and a new office in the existing rain shelter structure.

RE: Bill No. 313 : An Ordinance Amending Ordinance No. 10 -60, As Amended,
Relating to Public Improvements and Financing Thereof for the Fiscal Year July 1, 2010 to
June 30, 2011
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In the event this
request is denied, for whatever reason, I understand the matter shall be referred to the Finance
Committee for placement on its future agenda.
