Re: Hawaii State Emergency Outdoor Siren Warning System
In order to improve the coordination of outdoor warning siren installations on County of
Hawai'i properties, the State of Hawai'i Department of Defense (DOD) and the State of
Hawai'i Department of Accounting and General Services (DAGS) have requested a
Memorandum of Agreement (MOA) and licenses with the County of Hawaii for access,
installation, and maintenance of sirens on County property. The MOA will also clarify
the roles and responsibilities of DOD, DAGS, and the County of Hawaii.
Enclosed is a resolution authorzing the County of Hawaii Mayor to enter into an
agreement with the State of Hawaii for the granting of licenses for access, installation and
maintenance of sirens of the Hawaii State Emergency Outdoor Siren Warning System.

A. REQUEST:
In order to impove the coordination of outdoor warning siren installations on County of Hawai'i (COH)
property, the State of Hawai'i Department of Defense (DOD) and the State of Hawai'i Department of
Accounting and General Services (DAGS) have requested a Memorandum of Agreement (MOA) and
licenses with COH for access, installation and maintence of sirens on COH property. The MOA will also
clarify the roles and responsibilities of DOD, DAGS, and COH.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
HRS 46 -7 requires Council approval for the County to enter into inter - governmental agreements.

RE: Resolution No. 403 -10 : A Resolution Authorizing the County of Hawai`i to Enter
Into an Agreement with the State of Hawai`i for Granting of Licenses for Access,
Installation, and Maintenance of Sirens of the Hawai`i State Emergency Outdoor Siren
Warning System as Part of the Hawai`i Emergency Alert System
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Finance Committee to the full Council for immediate action. In the event this
request is denied, for whatever reason, I understand the matter shall be referred to the Finance
Committee for placement on its future agenda.
