Your Committee on Finance, to which was referred Resolution No. 213-00, reports as follows:
Resolution No. 213-OQ transmitted by Finance Director Harry Takahashi, via Communication
No. 655, dated January 28, 2000, creates seven (7) Police Officer II positions in the Hawaii
County Police Department under the terms of the Community Oriented Policing Services
(COPS). Accelerated Hiring. Education and Deployment (AHEAD) grant.
fhe US Department of Justice has approved an award to hire an additional seven (7) Police
Officer 11 positions under the Police Hiring Supplement Program to augment the community
policing program. These positions will complement community relation endeavors and focus on
educating youth about drugs through direct participation with law enforcement.
Resolution No. 213-00 further states that should federal funding of these positions discontinue,
the County may fund or abolish these positions.
Pursuant to Article V, Section 5-1.3(c), Hawaii County Charter, the Mayor has the power to
create positions for which appropriations have been made by the Council.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 213-00
and recommends its adoption.
