Aloha! I'm David Fukumoto of Kurtistown. I participated extensively in
Growth Management and Transportation groups of the Puna Community Development
Plan. I'm really ashamed of the final result and have been consistent in my opposition
to the entire plan. No plan at all is preferable to this very poorly developed plan.
This plan was not developed by the community. We were told that our
participation was invited and needed but it was a huge sham. They collected input of
various small groups and just sent them up even though there were major conflicts
between the various groups that were never resolved. This gave the steering
committee the opportunity to cherry pick and to completely write the plan by
themselves. In other words, we were just window dressing and exploited.
The alternate road recommendation is especially onerous. Up to the final
submittal date, nothing like the final plan was submitted. Even the recommendation of
the consultant that was submitted after all input ended is totally different. Their Puna
road master plan is stupid. It's vague. And it's an insult!
I'm told that the plan has already been approved and that the only question
now is whether to amend it or pass as is. I think that's a disgusting choice as even
amending it still makes it a poorly developed plan.
As you can tell, I have very strong feelings about this plan but would be
happy to answer candidly any questions that you may have.
