No. 756/Bill No. 229 PLACE: Councilroom Hawaii County Building 25 Aupuni Street Hilo, Hawaii TIME: 4:30 p.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Planning, to which was referred Bill No. 229, reports as follows: Bill No. 229, transmitted via Communication No. 756, from Mayor William P. Kenoi, dated February 25, 2010, presents a Request for a Change of Zone from Single Family Residential 7,500 square feet (RS-7.5) to a Multiple-Family Residential —2,500 square feet (RM-2.5) at Waiakea, South Hilo, Hawai`i, covered by Tax Map Key: 2-4-028:009, for approximately 3.292 acres of land in size. The property is located along the end of Hualalai Street, west of the Hualalai Street—Hale Nani Street intersection. There was no public testimony regarding Bill No. 229. Bobbie Jean Leithead Todd, Director of the Department of Planning appeared before your Committee. The applicant, Vincent Tai, also appeared before your Committee. Mr. Tai informed your Committee that the project will be single-family townhouse units. Mr. Tai stated that there would be an affordable housing component, but nothing would be finalized until after the rezoning process was complete. Director Leithead Todd stated that there will be two parking spaces per unit. She further stated that the units will be two-story townhouse units, not four-story apartment or condominium units. Council Member Pete Hoffmann stated that he wanted to see a Traffic Impact Assessment Report prepared in conjunction with the adjoining Boschetti project. Council Member Brenda Ford stated that she did not want to see another cul-de-sac project. She stated that she would require the applicant to utilize the driveway of the adjoining Boschetti property for an emergency access. Council Member Ford was reminded that the applicant cannot control the property of another landowner. The applicant stated that he would try to work with the adjoining property owner to see if the subject project would be allowed to utilize the adjoining property's driveway. Your Committee concurs with the Planning Commission and the Planning Director's favorable recommendation for approval of the re-zoning request. Your Committee concurs with the Windward Planning Commission and the Planning Director's favorable recommendation for approval of the Change of Zone request. Your Committee on Planning is in accord with the purpose and intent of Bill No. 229 and recommends it pass first reading.
