Your Committee on Finance,to which was referred Bill No. 309, reports as follows:
Bill No. 309,transmitted by Finance Director Nancy Crawford via Communication No. 967, dated
October 6, 2010, amends Ordinance No. 10-60, as amended, the Capital Budget for the County of
Hawai`i for the fiscal year ending June 30, 2011, by adding the following project:
PUBLIC WORKS:
Mid-Level Road(Ane Keohokalole Highway)—Private 110.399.5396.03 $5,000,000
Funds for this appropriation increase shall be provided from:
Private Contributions $5,000,000
There are various work items requested by adjacent property owners, primarily utility lines and other
related improvements,that only benefit adjacent properties along the construction area of
Ane Keohokalole Highway. These improvements do not qualify for ARRA funds and are referred to as
non-participating work. The property owners have agreed to pay for their share of non-participating
work.
Pursuant to Section 10-6(d), Hawai`i County Charter,the Council may amend the Capital Budget for that
year with a two-thirds vote.
Director of Public Works Warren Lee was present to answer any Council Member questions.
Your Committee on Finance is in accordance with the purpose and intent of Bill No. 309 and
recommends it pass first reading.
