Your Committee on Finance,to which was referred Resolution No. 401-10, reports as follows:
Resolution No. 401-10, by Director of Finance Nancy Crawford,via Communication No. 971 dated
October 6, 2010, authorizes the Office of the Mayor to enter into an agreement with the State of Hawai`i
Department of Health, Hawai`i District Health Office(HDHO) for the purchase and transfer of three(3)
vehicles.
The vehicles were identified for purchase with 2008 Homeland Security Grant(HSG) funds for use by
HDHO in support of HDHO's multiple responsibilities for public health emergency and disaster
preparedness and response. It was recognized that while the Hawai`i County Civil Defense Agency
(HCCDA)provides storage for HDHO emergency supplies, HDHO had very limited capacity to transport
supplies to where they would be necessary. As HCCDA,through the Hawai`i State Civil Defense, is the
pass-through and administrative agencies for Homeland Security funding, HCCDA will purchase the
requested vehicles and transfer the same to the HDHO.
Civil Defense Administrator Quince Mento and Anne Holmberg from the Department of Health were
present to answer Council Member questions.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the
Council to enter into agreements with the federal or state governments respecting action to be taken
pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance
in connection with projects being or to be undertaken pursuant to those powers.
Your Committee on Finance is in accordance with the purpose and intent of Resolution No. 401-10, and
recommends its adoption.
