Enclosed is a bill for an ordinance amending the Capital Budget to increase the current
fiscal year's appropriation of the Ali'i Drive Culvert Replacement project (a.k.a. Kahului or
Wai'aha Drainage way) by $1,008,000 and bringing its total amount up to $1,508,000.
This additional appropriation is necessary to cover the costs needed for the engineering
design, acquire the necessary land, and obtain required permits for this project to
accommodate a wider and longer bridge, along with the associated upstream channel
improvements.
The basis for an increase in the appropriation is prompted primarily by the need to fund
land acquisition costs, and secondarily to allow continuation of permit application
processing with several federal and state agencies that have jurisdiction and purview of
the proposed activities at the bridge.
In order to help expedite this project, the Department of Public Works requests that the bill
be waived from the Finance Committee and heard at the November 4, 2010 Council
meeting.

A. REQUEST:
An ordinance to amend Ordinance 10 -92 increasing the CIP appropriation 110.399.5396.01.115; from
$500,000 to $1,508,000 for the permitting, engineering design and land acquisition for the Ali'i Drive Culvert
Replacement project {aka. Kahului or Waiaha Drainageway).

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The basis for an increase in the appropriation is prompted by the need to fund land acquisition costs
primarily, and secondarily to allow contination of permit application processing with several federal and state
agencies that have jurisdiction and purview of the proposed activities at the bridge. This requiest for
additional funding at this time has been triggered by the need for the County to acquire parcel 7, as its owner
desires to construct five(5) residential units on parcel 7, most of which will be consumed by the new and
vastly wider channel width through the parcel. The owner has filed a Speical Management Area (SMA)
permit application with the Planning Department, expressing a desire to initiate construction of these
residential structures.
The present Ali'i Drive Culvert is in need of replacement, to bring it up to current design standards, to allow
adequate flow capacity to pass through runoff from a 100 -year design storm.
The prior funding request of $500,000 was for preliminary engineering design and did not include permitting
or land acquisition costs. Funding is currently available (designated).
We request to waive Finance Committee and to move this bill onto the County Council, to expedite the
project's progress.
