Re: Support for AN ORDINANCE AMENDING CHAPTER 27,
ARTICLE 2, AND ARTICLE 4, OF THE HAWAII COUNTY CODE
1983 (2005 EDITION, AS AMENDED), RELATING TO FLOODPLAIN
MANAGEMENT.
Aloha,
My name is Keith De La Cruz, owner of the Hilo Farmers Market, past
member of the Envision Downtown Hilo Steering Committee and
member of the Downtown Improvement Association.
I have come today to give my support of the proposed amendments
to Chapter 27. As a property owner, the amendments will shorten the
development period from 10 years to 3 years. This will encourage us
to renovate or upgrade our two buildings more clarity and in less time.
As a whole, it will help all of downtown Hilo to achieve its goals set
forth in the EDH 2025 plan and encourage future redevelopment
projects which are vital to Hilo's economic recovery. It will not only
provide more construction jobs and business opportunities, it will also

help increase property values which will eventually result in a higher
property tax basis.
1 strongly encourage the County Council Public Works Committee to
approve amending Chapter 27 as stated.
