Your Committee on Finance, to which was referred Bill No. 207, reports as follows:
Bili No. 207, transmitted by Finance Director Harry Takahashi, via Communication No. 662,
dated February 14, 2000, amends Chapter 2, Article 1, Section 2-2, Hawaii County Code,
relating to administration concerning the bonds for officials.
Bill No. 207 proposes to update antiquated language, and authorizes the Director of Finance to
set bond amounts of all officers and employees responsible for the collection, custody and
disbursement of County Funds.
Your Committee expressed concern that the measure is contrary to the intent of Section 13-6,
Hawaii County Charter, which states:
The director of finance and such other county officers or employees as the council may
require shall furnish bonds in the amount and with the surety prescribed by the council by
ordinance. The premiums on such bonds shall be paid by the county.
Finance Director Harry Takahashi has agreed to produce a new bill specifying the county
officers or employees who should be bonded and the appropriate bond amounts.
Your Committee on Finance is not in accord with the purpose and intent of Bill No. 207, and
recommends it be filed.
