Re: Communication 936 (Bill 298) Proposed Amendments to Chapter 27
This testimony is provided on behalf of the EDH 2025 VisionKeepers, the volunteer committee that
oversees and shepherds the implementation of EnVision Downtown Hilo 2025: A Community -Based
Vision and Living Action Plan (EDH 2025). Our mission is to "energize, guide, inspire, and strengthen
partnerships within the community to implement the EDH 2025." For your information, the
VisionKeepers do not endorse or take a position on issues. Our primary role is to promote the EDH 2025
Plan and to encourage community involvement and education and to support Lead Solution Partners or
implementers in accomplishing their actions.
The proposed amendments to Chapter 27 relating to floodplain management are consistent with Action
6.41: Amend Chapter 27 Flood Plain Management Code to minimize restrictions on building
renovation and construction. This is a new action that was proposed during the EDH 2025 5 -year Action
Plan Update and enjoys significant support within the Downtown Hilo community. This action is listed in
the EDH 2025 Plan under Focus Area 6: Managing Growth and falls within Strategy 6.4 Preserve
Downtown Hilo's unique character and assets and promote renovation of its historic buildings.
