Re: Capital Budget
Enclosed is a bill for an ordinance adding the Wai`ohinu Recycling and Transfer Station -
'
Repairs and Enhancements project for $8,800,000 to the Capital Budget. This project is to
improve the existing facility to include a Transfer building which will receive both
commercial and residential refuse to be collected, sorted and deposited into an existing
trailer which will transport it to either the West Hawai'i Sanitary Landfill or the South Hilo
Sanitary Landfill. This facility will also receive and transport green waste for processing,
has a recycle and a reuse area, a facility for household hazardous waste, a redemption
area, a white goods area and a refuse area.
These repairs and enhancements will improve circulation, as well as provide a service to
both commercial and residential users in the community and surrounding areas in an
environment which is safe and user - friendly.

A. REQUEST:
Request to amend Ordinance 10 -60, Capital Improvement Program for Fiscal Year 2010 -2011 to include an
appropriation for the following project:
Waiohinu Recycling and Transfer Station Repairs and Enhancements - $8,800,000.00
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
A Project Data /Financial Impact Statement is attached.
The Solid Waste Division of the Department of Environmental Management is seeking to improve the
existing facility to include a Transfer building which will receive both commercial and residential refuse which
will be collected, sorted and deposited into an existing trailer which will transport it to either the West Hawai'i
Sanitary Landfill or the South Hilo Sanitary Landfill. This facility will also receive and transport green waste
for processing; has a recycle and reuse area; facility for household hazardous waste; a redemption area; a
white goods and refuse area.
The purpose of the improvements is to address public health and safety, by providing adequate service to
the community for both commercial and residential users. The repairs and enhancements will improve
circulation, provide needed service to the community and surrounding areas, provide a safe and friendly
environment and very user friendly.
