Re: Resolution for Multi -year Organic waste Contract `,-,'
Enclosed is a resolution authorizing the payment of funds of a later fiscal year and of a
multi - fiscal year contract for organic waste diversion and compost operations in West
Hawai'i and East Hawaii.
The current contract extension for greenwaste operations expires on December 31, 2010.
The Department of Environmental Management (DEM) intends to issue a Request for
Proposals (RFP) to expand organic waste diversion and establish compost operations at
the South Hilo Sanitary Landfill and the West Hawai'i Sanitary Landfill. The DEM intends
to continue providing green waste drop -off sites at Recycling and Transfer Stations for the
convenience of residents, including Kailua -Kona. Through research of the industry, we
have detemined that a multi -year contract is necessary to enable return on investment,
and a ten (10) year contract will provide the best opportunity for cost - effective organics
diversion and compost operations. Establishing organics diversion sites and compost
operations are a necessary step towards banning organics from the landfill by 2012, as
requested in the adopted Council Resolution No. 826 -08.

A. REQUEST:
Resolution authorizing the payment of funds of a later fiscal year and of a multi - fiscal year contract for
organic waste diversion and compost operations in West Hawai'i and East Hawai'i.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The current contract extension for greenwaste operations expires on 12/31/10. The annual cost for this
contract is approximately $1,800,000. The Department of Environmental Management (DEM) intends to
issue a Request for Proposals to expand organic waste diversion and establish compost operations at the
South Hilo Sanitary Landfill and the West Hawai'i Sanitary Landfill. The DEM intends to continue providing
green waste drop -off sites at Recycling and Transfer Stations for convenience of residents, including Kailua-
