Re: Capital Budget
Enclosed is a bill for an ordinance adding the Hawaiian Paradise Park -New Park
Development project for $5,500,000 to the Capital Budget. This project is to plan, design,
and construct a new county park site on a 20 -acre parcel anticipated to be dedicated to the
County. The central location of HPP relative to the numerous residential subdivisions in
lower Puna make it an attractive site for a public recreational hub.
The project initially proposes to establish grassed sports fields, perimeter fencing, a multi -
sport covered play court facility, a comfort station and related infrastructure necessary to
provide safe public recreational opportunities (i.e., parking, lighting, potable water, power,
etc.). The project will involve public input and participation in its planning and design
stages to ensure maximum benefit to the community it is intended to serve.

A. REQUEST:
I. Amend Capital Improvement Budget (Ord. 10 -60), to add following project:
Hawaiian Paradise Park - New Park Development
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation is required for the County to plan, design and construct a new county
park site on a 20 -acre parcel anticipated to be dedicated to the County for such purposes
in order to immediately and resolutely address an area of the island that has long been
underserved by recreational sites, facilities and resources. The central location of HPP
relative to the numerous residential subdivisions in lower Puna make it an attractive site
for a public recreational hub.
