Re: Capital Budget
Enclosed is a bill for an ordinance adding the North Kohala Recreational Facilities Repairs
and Upgrades project for $2,000,000 to the Capital Budget. This project provides for the
much needed repairs and upgrades to the facilities at Keokea Beach Park which has been
out of service to the public since the October 6, 2006 Kiholo Bay earthquake. It will also
provide design and construction funds to replace the condemned grandstand structure at
Kamehameha Park with a new covered spectator area serving the primary ball fields there.
Furthermore, there are additional repair and upgrade efforts required at numerous
recreational facilities in the district which this appropriation will attempt to address based
on departmental priorities and funding availability.

A. REQUEST:
I. Amend Capital Improvement Budget (Ord. 10 -60), to add following project:
North Kohala Recreational Facilities Repairs and Upgrades
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation is required for the County to fund construction of much needed
repairs and upgrades to the facilities at Keokea Beach Park which has been out of
service to the public since the October 6, 2006 Kiholo Bay earthquake. It will also
provide design and construction funds to replace the condemned grandstand structure at
Kamehameha Park with a new covered spectator area serving the primary ballfields
there. Furthermore, there are additional repair and upgrade efforts required at numerous
recreational facilities in the district that this appropriation will attempt to address based
on departmental priorities and funding availability given the aforementioned top
priority projects this appropriation seeks to address.
