Re: Capital Budget
Enclosed is a bill for an ordinance adding the Kikala - Keokea New Park Development
project for $100,000 to the Capital Budget. This project will allow for the County to foster a
collaborative effort with residents of the Kikala- Keokea subdivision to develop a new public
park in the Kalapana area. The nearest County parks to this area are Isaac K. Hale Beach
Park and 'Ahalanui Beach Park, though both sites are primarily beach parks and lack the
infrastructure and amenities commonly associated with neighborhood parks, which is what
is envisioned at Kikala- Keokea.
The project initially proposes to establish water service to the site via the County's water
system, develop basic infrastructure (driveway, parking area, etc.), provide basic park
landscaping materials (fill, soil, plants, etc.) and basic park amenities to support
community use.

A. REQUEST:
I. Amend Capital Improvement Budget (Ord. 10 -60), to add following project:
Kikala - Keokea New Park Development
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation is required for the County to foster a collaborative effort with
residents of the Kikala- Keokea subdivision to develop a new public park in the
Kalapana area. The nearest County parks to this area is Isaac K. Hale Beach Park and
`Ahalanui Beach Park, though these two sites are primarily beach parks and lack the
infrastructure and amenities commonly associated with neighborhood parks, which is
what is envisioned at Kikala - Keokea.
The project initially proposes to establish water service to the site via the County's
water system, develop basic infrastructure (driveway, parking area, etc.), provide basic
park landscaping materials (fill, soil, plants, etc.) and basic park amenities to support
community use all in conjunction with volunteer labor, volunteer equipment and
additional donated resources to move the effort forward and realize a new County park.
