RE: Housecleaning Items Pending in Planning Committee
For housecleaning purposes, I recommend closing file on the following previous term bills and
communications which have been deferred in the Planning Committee and have since become outdated
or obsolete, for reasons stated. I have conferred with the Planning Department Director, and we are in
agreement that the following should be filed. Some of these items may come forward as new
legislation in the future.
Comm. 493 (Bill 276, Draft 3) (1999): From Planning Committee Chair Bobby Jean Leithead Todd,
dated October 13, 1999. Draft 3 modified Bill 276 (establishing the Subdivision Code) considerably to
allow better flow and grouping of information. {Former drafts of the bill included Comm. 227.01
(Bill 276, Draft 2) and the initial Comm. 1195 (Bill 276) }.
Comm. 968 (Bill 343) (2000): From Mayor Stephen K. Yamashiro, dated October 25, 2000. This bill
was for a change of zoning from applicant 1250 Oceanside Partners (Hokuli`a) and requested an
amendment to Condition M (roadway improvements). This item was never agendized.
Comm 858 (Bill 372) (2004): From former Chair of the Planning Committee, Leningrad Elarionoff,
dated November 10, 2004. This bill outlined procedures for interim and comprehensive review
amendments to the General Plan. This bill was referred to the Planning Committee and deferred on
November 23, 2004; then on December 20, 2004, it was Laid on the Table. On January 4, 2005, it was
placed back on the Planning Committee agenda; however, the agenda was amended to remove the item
and it was never taken up again.
Comm. 791 (Bill 257) (2006): From Assistant Corporation Counsel Gerald Takase, dated March 21,
2006. This bill removes the physical barriers on Ololi Road, thereby allowing the use of Ololi Road as
a through street from Kopiko Street to Kuakini Highway. Pursuant to an email from Gerald Takase's
office received on November 1, 2010, this road has been opened as a thru street since 2006.
