Your Committee on Finance, to which was referred Resolution No. 220-00, reports as follows:
Resolution No. 220-00, transmitted jointly with Bill No. 212 by Finance Director Harry
Takahashi, via Communication No. 676, authorizes the County of Hawaii Local Emergency
Planning Committee to enter into an agreement with the Hawaii State Emergency Response
Commission for the LEPC grant.
This grant is provided to improve and enhance the County of Hawaii Local Emergency Planning
Committee's hazardous materials emergency management planning and preparedness
capabilities.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
An amendment was made to Resolution No. 220-00 to add diacritical marks to the word Hawaii.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 220-00,
as amended to Draft 2, and recommends its adoption.
