Re: Resolution No. 377 -10
I do not live on any of the properties in question, nor do I
live on South Point Road. I do live in Ka'u and I do frequent
South Point Road on my way to Ka Lae. Through the years I have
driven past the locked gate to the road in question. Now, to
find out that this particular stretch of road is (and always has
been) a public road and is about to be considered for sale to
private owners...has brought to mind a few questions.
For one, the claims that the road needs to be purchased so "the
cows don't get onto South Point Road" seems to be a personal
responsibility issue concerning the ranchers' maintenance of
their fences -or lack thereof- and the necessary legal
enforcement of such.
Moreover, the claims that this road "serves no public purpose"
and that the "public doesn't use it" well, to that I say, how
could it possibly have served any public purpose or how could
anyone have used it since it has been (ILLEGALLY ?) locked all of
this time? I know that it has been said that the "road leads to
nowhere "... but whose judgment is that? The road leads to a lava
field (a geological phenomenom in the eyes of some) and to some
of the most beautifully scenic view planes this island has to
offer. (If anything, this road should remain opened for "public
pedestrian access opportunities to scenic places and vistas ",
one of the "Natural Beauty" policies stated in the Hawaii County
General Plan....) .
My main concern, however, is that should the County approve of
Resolution No.377 -10, a precedent will be set for the selling of
the many public "remnant" roads that exist on this entire
island.
It is with these concerns in mind that I respectfully submit my
testimony AGAINST Resolution No. 377 -10 "authorizing the
abandonment of Old Homestead Road in Ka'u (also known as Kama'oa
Road), and sale of remnant ".

conflict of interest,
