Councilman Pete Hoffmann has introduced Bill number 215 to the County Council Planning Committee
with important amendments. If passed by the Council majority, the Bill would put into place a
Concurrency Program for the County of Hawaii. Concurrency is an infrastructure finance policy
implemented by communities across the country designed to match public facilities with private
development. Concurrency requires developers to pay for infrastructure needed to serve new
urban land development.
Planning Director, Ms. Leithead -Todd, argues against concurrency saying the County policy of
fair share will deal with infrastructure inadequacy, however, developers have a history of
turning fair share into unfair shares.
Most of us could support new developments consistent with the goals and objectives adopted
within the Kona Community Development Plan if they paid the full impact of their use. We
need concurrency because fair share does NOT work.
Please vote for Bill number 215. It is a method to fund land for infrastructure including parks
and fire stations because without it, history has shown that new development has created
greater and greater shortfalls in the infrastructure and services needed to serve them.
