HomeMy WebLinkAboutCOM 0943.010 2008-2010 To: J Yoshimoto, Chair And Council Members From: Paul Hoist 81 -1610 Ohe Place Kealakekua HI 96750 Re: Bill 300 Paragraph H as Amended Thank you Council Chairman Yoshimoto and all of the Hawaii County Council members for this opportunity to support the rezoning of TMK 8 -1 -25:11 in bill 300 as amended. My home and residence is on the property directly makai of the proposed development. These amendments are crucial to our neighborhood safety and privacy. My area of concern, as addressed in paragraph H of the amended bill, is flooding. I have personal knowledge and experience of past flooding in this area. During November 2007 approximately 6 inches of rain fell in 4 hours in the area. That is just shy of 600,000 gallons of water falling on the 3.61 acres of land in question. This flood forced changes in our home design and construction procedures which we were in the process of building at the time. I, personally, spent an entire day cleaning up Mamalahoa Highway after this rain storm. Even though this and the surrounding properties are considered Flood Zone X, that does not mean they are not subject to flooding. The South Kona Fruit Stand was located in Flood Zone X and yet received the brunt of the flooding from that storm. Changes to the land above our neighborhood will change the absorption and flow of water and the runoff. Asphalt and cement cannot absorb water. The developer should be required to take all measures necessary to assure the neighbors that during the construction phase of the development and thereafter runoff will be contained on the project site and not allowed to flow to the adjoining properties. I suggest for instance the developer could slow the runoff with portable cement barriers at the makai portion of the property that can be removed after completion. Settling ponds would be another method of containing the runoff during construction and after completion. The planting of a significant border around the property and a retaining wall on the makai boundary would be an effective and beautiful neighborhood addition. The amendments in Paragraph H go a long way to solve this potential problem. I ask the developer to be the good neighbor and work with us for our personal safety and the safety of our homes.
