HPM has been conducting business on the Big Island for the past 89 years with the majority of our operations still based right here. We currently employ over 230 Associates and are proud to say we are 100% employee owned. We want to go on record by asking the County Council to allow Forest City's smart growth and New Urbanist best practices that will assist the project comply with LEED, Smartcode and the Kona CDP. Forest City and the Housing Finance and Development Corporation have worked hard to reduce the number of 201H exemptions and is now requesting fee waivers for only the affordable units. 56 total exemptions are now being requested. Approximately 48 are to meet LEED Neighborhood Development, SmartCode principles and /or Kona CDP guidelines. Six are to reduce the costs of constructing the affordable units and community amenities, and 2 are to expedite permit review and project approvals. We believe the Kamakana Village exemptions represent smart growth and New Urbanist best practices. Smart growth and New Urbanist best practices promote LEED Neighborhood Development. County streets and sidewalk best practices encourage LEED Neighborhood Development and design standard best practices are requested to assist with project design per the Kona CDP. Smaller blocks are preferred to create a more pedestrian friendly neighborhood environment in keeping with the goals of the Kona CDP. Flexibility in the Hawaii County Code is required in the master planning of Kamakana Village to achieve this goal. We urge this Council to support these smart growth and New Urbanist best practices.
