Our family home is located in Kealakekua, in Keala Plantation Estates (referred to hereafter as Keala). Keala is located adjacent to and south of the subject property, for which a community Medical Center is planned. First, allow me to say Mahalo for your kokua in working with the Kealakekua community and the owners /developers to find solutions to this vitally- needed community Medical Center, which will support Kona Community Hospital and the entire West side of Hawaii. Many thanks to Hawaii County Council Member Brenda Ford, for working with the Kealakekua community on this issue. My primary concern is the security, safety and privacy of all residents who live outside the perimeter boundary of the subject property. Keala is a 14 -home subdivision on A Kakau Place, a private road, which lies adjacent to, and south of, the subject property. We respectfully request that a boundary fence be constructed around the perimeter that meets with all neighboring properties. Densely foliaged landscaping, such as clumping bamboo, would be a wonderful visual barrier for adjoining residents, as well as Medical Center personnel. We're concerned that individuals visiting the Medical Center will easily access private properties adjoining the Medical Center, as shortcuts to McDonald's, the Kealakekua Post Office, and other locations, by foot. In the past, we have experienced unknown persons trespassing into Keala and private property located directly west of the planned Medical Center, and are concerned that such activities will increase with a large community Medical Center located nearby.
