Your Committee on Planning,to which was referred Bill No. 306 reports as follows:
Bill No. 306,transmitted via Communication No. 964 from Mayor William P. Kenoi, dated
September 27, 2010, presents a proposed amendment to Chapter 25, Hawaii County Code 1983 (2005
Edition, as amended).
Bill No. 306 seeks to increase the filing fee for a Use Permit Application from $250 to $500.
Bobby Jean Leithead-Todd, Director of the Planning Department was present at the meeting. Also
present from the Planning Department was Mr. Daryn Arai. Ms. Leithead-Todd informed your
Committee that all fees were raised to$500, but this particular item needed Council approval because it
required an amendment to the County Code. Ms. Leithead-Todd further informed your Committee that
the Use Permit Application fee was the last fee that needed to be increased. Once approved by Council,
it would be consistent with the rest of the fees. There was no discussion by your Committee members. It
should be noted that Committee Member Onishi voted"kanalua"twice.
Your Committee concurs with the Leeward Planning Commission and Windward Planning Commission
and the Planning Director's favorable recommendations for approval of the amendment request.
Your Committee on Planning is in accord with the purpose and intent of Bill No. 306, and recommends it
pass first reading.
