Re: Resolution for multi -year lease _
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year
for a new multi -year lease agreement for two (2) copiers for the Office of the
Prosecuting Attorney's Hilo office and one (1) copier for their Waimea office. Their
current copy machines, purchased in 2005, have reached the end of their useful lives
and are not suitable for extended lease beyond the expiration date.
Reliable copiers are essential for the Office of the Prosecuting Attorney to function at
each of their office branches. The average monthly cost per copier is anticipated to be
comparable to the current costs to operate each machine.
Because their current leases expire on December 31, 2010, and with the cancellation of
the December 14 Committee meeting, the Office of the Prosecuting Attorney requests
that the resolution be waived from the Finance Committee and heard at the December
15, 2010 Council meeting.

A. REQUEST:
Approval to enter into a five -year multi -year lease agreement for two (2) multi- function copy machines for the
Hilo office and one (1) copier for the Waimea office.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The two Hilo copiers service the Victim Assistance, Intake /Screening, Investigators, Administration and
Fiscal areas of the office. A third copier was recently relocated to the Waimea office from Kona. These
machines were initially leased in 2005 for five - years. The lease will be expiring on 12/31/10. All three
machines are well used and are not suitable for extension beyond the lease period.
The current machines are being leased for $163.97 per month with an additional per copy charge of $.0082.
Average monthly cost for the Hilo machines are $250 and $270 and $182 for the Waimea machine.
We seek replacement with comparable features and lease and per copy prices.
We request waiver of Finance Committee action in order to expedite procurement of these machines.

RE: Resolution No. 15 - 10 : Resolution authorizing the payment of funds for
more than one fiscal year for a multi -year lease for three (3) copiers for the Office
of the Prosecuting Attorney
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
