Dear Mayor Kenoi and Hawaii County Council members:
The special session to reconsider the loan on November 30, 2010, does not
serve the people of Hawaii County. At the time of this meeting three out
going members will have only a week left in office. They will not have the
time to provide follow -up or ongoing useful and thoughtful discussions of the
loan request. Council woman Naeole, Mr. Enriquez, and Mr. Greenwell should
do the right thing and excuse themselves from this very important matter.
The three council members should see that there is no need to rush the loan
request since they would not have the time to question and advise on how
and where the money is to be spent and they would have no say in how to
repay the loan. In my opinion it would be very irresponsible and an act
against the people of Hawaii County if they went along with the loan request
and then immediately left office. It is my opinion that thoughtful discussion
and consideration should be made after the newly elected members are in
place. It will be the new members along with the remaining council members
that will have to answer to the residents.
I am writing to ask all of you to give thoughtful discussion and thoughtful
consideration of the 56 million dollar loan request. Your meeting on this date
should be to decide that you need more time, and not vote in favor at this
time. This is too important a matter. Now is not the time to increase
spending or increasing debt. It is evident that the billions of dollars for
economic stimulus that the federal government spent did not create the
amount of jobs or stimulate the economy that was being hoped for. It
increased America's debt and placed all of us in a precarious position. Why
would borrowing and spending $56 million here have any different result. In
my opinion borrowing this money will only result in higher property taxes,
fees and decreased services due to the possibility of more furlough days.
Matson announced an increase in shipping rates again. How will building
materials cost less if shipping costs are more? Stan Sitko states he would
have a better idea at the end of December as to how much the county can
expect in property taxes. As you know property taxes are the largest Comm. No.
revenue source the county has. Why not wait till the numbers are in to see if

you /we can afford the loan?
The Mayor and council members should provide a clear, concise and detailed
plan as to where the money will be spent and more importantly how the debt
is to be repaid. It makes no business sense to loan money and not know
where it will be spent and how it will be paid back. Please do not rush the
loan request. Please wait until you have council members that will be around
for the next two years rather than ones that are here only for two weeks or
less. Please give Hawaii Island residents thoughtful discussions and
consideration before signing off and spending another $56,000,000.00 of tax
payer money.
