I support the council's efforts to improve and maintain the county's infrastructure, but some of the projects appear to be fanciful in nature. The fact that there is no tie to specific projects is also a major concern. I live in an agricultural district of the Hamakua Coast, so the significant property tax increase this past year was not appreciated. I hope you don't plan on further tax increases. The attempt to push this through before the newly elected council members take office is an insult to our democratic process and the voters who will not have their voices heard. If these projects are so important, the mayor should use argument and logic to convince the new council to support the issue. Presenting a plan to pay for it would also help. I was the mayor of the Village of Gurnee, Illinois from 2001 to 2005, so I understand the need to leverage resources at a time when interest rates and building costs are low. However, I would never pull an end - around the citizens like is being attempted here. If this is such a good idea, the mayor and council should have no trouble convincing the good citizens of Hawaii County that it is. Please do not get into the mindset that you know better than the citizens what is good for them. Perhaps a county wide referendum should be held. I know that the three voters we have in my household will be watching closely and will consider your actions in the next election. Thank you for giving me the chance to voice my opinion. I would attend the November 30 meeting in person, but I will be out of town. Donald Rudny don @rseng.com Rudny and Sallmann Forensics of Hawaii 28 -624 Airstrip Rd. P.O.
