My Name is John Y. Ota, a retired citizen of Hawaii County. I have observed the tactics
applied to this Resolution by the Mayor and the Council Members. December 6, 2010 is the end
of the term for 3 Council Members and the installation of the incoming Council Members will
take place. The Chairman of the Council will also change on the same date. What concerns me as
a Tax payer of this County are the following.
1. I oppose the passage of this Resolution and demand that the Tax Payers DO NOT PAY for
this Special Session.
2. Increase of Tax — I would like the Council Members who support this Resolution to justify
the number of Homelessness and Food Stamp requests increasing in this County.
3. Money distribution for projects are not specified in the Resolution — The Resolution
Should contain the distribution of Funds for each project. The public should not be forced
To accept the verbally spoken words of the Mayor. What hidden agendas will the money
Fund that the Public is not aware of?
4. Start to completion of projects are not known — Each project should have a start to
completion time line. Cost Over -Runs are not acceptable, penalties for not completing the
project or not meeting deadline date, penalties for not complying with specifications are all
part of the Bidding process.
5. Jobs — How many County personnel will be employed from all of the Contracts? What
additional Local Businesses will benefit from the Contracts?
5. Contract priority, Local or Mainland Companies? — Mainland Companies will only hire
Laborers. Products for the projects will be purchased in the Mainland.
Local Companies will have a tendency to purchase products from local businesses and hire
local employees. Additional Tax revenues could be gained by the County by this selection.
6. When will the Contracts will be issued for all projects? — All projects must be completed
before the Mayor leaves Office. Incomplete projects must not be tolerated for the next
Mayor.
In this day and age the populace is becoming very leery of politicians. The media continues
to publish stories pertaining to political personnel who were not Honest or Trustworthy
individuals. In comparison to previous years, the word TRUST is something of the past. Whether
this Resolution is for Political or Economic reasons, I am not sure at this point. However, time
will provide the real truth in this matter.
