Subject: TESTIMONY on County BILL 311 & Bill 301- SEC BOND FRAUD RE: 18 U.S.C. 1344
Aloha Hawaii County Council Members,
This email is to be considered TESTIMONY from the Public Re: Bills
311 and 301, and communications from a resident of the County body
politic, as the Bills appear on the agenda of the 17 Non 2010 Council
meeting.
Tomorrow you will have the pleasure of hearing additional Testimony
in my Statement from the Public on Agenda Items, Bill 311 86 Bill 301.
Please note that I have filed a copy of my testimony and 132 pages of
supporting documentation, and have tape recorded conversations with
County officials and Police Officers, identifying your involvement in
knowing and knowingly acts and actions in violation of state and Federal
statutes, to include but not limited to, Criminal Title 18 of the United
States Code Section 1344. Bank Fraud by your attempts to violate the
Securities and Exchange Act of 1933 Section 17(a)(2), and/or your
involvement in patterns and histories of violations of Hawaii Revised
statutes HRS 707-764 Extortion, and/or violations of 18 USC 3.
Accessory after the fact by your taking no action to prevent said
violations as per your Sworn Oath of Office which are violations in a
pattern and history of racketeering activities by an enterprise and
therefore are violations of the Federal RICO Act, Racketeering Influence
and Corrupt Organizations Act., as defined by 18 USC. 1961(1).

Please notice the statements of Deputy Finance Director Deanna sako
in ibe Monday Nov. 1.5 2010 front page article by Jason
Armstrong, Tribune-Herald staff writer, where in reference to the $56M
in Bonds that are not identified and linked to specific projects but would
be made available if Bill 311 is approved, Council member Yagong stated
in reference to the unattached bonds," You can't allow a blank check to
go through," Deputy Finance Director Sako statements in reference to a
"Prudent" debt-to-spending limit that, "We don't want to accidentally hit
that 15 percent (cap)",..."It the County does exceed that 15 percent
threshold -- on, say disaster relief or having to make significant repairs
to its sewer system....", "We don't foresee any reason for that to happen,
but we don't know" Sako added. Will someone give Deputy Finance
Director Sako a copy of the 12 March 2010 Hawaii Tribune-Herald
article, the County is already in the middle of an unfunded major
disaster that started 2 weeks ago, have you noticed the rains, don't you
remember we live on an Island with a very predictable weather patters of
El Nino/La Nina, Decadal Pacific Oscillation. Check the weather patterns
from the mid 50's notice the 6-8/6-8 pattern of flooding and weather
patterns following droughts, RE: 1994-2000, 2000-2002, 2000-2008,
2002-2010.
