The attached Front Page, Friday March 12, 2010 Hawaii Tribune - Herald article titled, "Ma»ka development raises flood dangers ", the Front Page Monday, November 15, 2010 Hawaii Tribune - Herald article, "Vote to hike county debt set ", the FEMA news release, "Alenaio Flood Control Project, Flood Control Keeps Community Dry, and the 2004 FEMA Flood Insurance Study, Hawaii County, Hawaii Volume 1 of 4, cover page and pages 10, 11, identify and document a risk and liability to Bond Investors that must be disclosed along with the $56M Bond Offer. The County of Hawaii has had 10 major flooding events from 1920 to 1994, and major flooding events causing tens of millions of dollars in property damage in 2000 and 2008. - The County Council's actions on year 2010 Bills 298, 301, and 311 identify a pattern and history organized government corruption in the County, State, and Federal offices in Hawaii that is well documented and uncontested in State and Federal Court Records. The County of Hawaii in 2001 authorized and supervised the illegal alteration of stream beds in areas of Hilo, Hawaii with over 4,000 cubic yards of material to provide flood protection to private property for land /property development in areas that should have been in FEMA Flood Zone "A" restricting any construction or development, in addition the Hawaii County Council authorized the approval and production of corrupt and /or fraudlent FEMAS FIRM's, Flood Insurance Rate Maps, for the waiakea areas of Hilo, Hawaii that profited, or will profit politically privileged people at the expense and extensive flood damage to properties downstream of the illegal stream diversion works structures. Hawaii County Mayor Billy Kenoi's statements in the 12 March 2010 Tribune - Herald article, along with the statements of Dereck Chow, Chief of civil works for the U.S. Army Corps of Engineers, and Hawaii County Public Works Director Warren Lee is a direct confession that the County of Hawaii and the Federal Government have specific knowledge of an imminent peril to the Public Safety, Health, and Welfare of the residents of Hawaii County that will require 20 -50 million dollars to fund and the design and requires the approval of congress which would require testimony before Congress and would also expose organized corruption in the County, State, and Federal offices in Hawaii. The approval of the Hawaii County Council to float a $56M bond offer /loan that has no legal requirements as to its use and will not be used as inferred by the mayor for Community projects but will be used for emergency funding of the Flood Control Projects to provide Flood Control Protection of the concentration people along with a high concentration of county officials and employees that adhere to "Local" cultural and ethnic norms and are under the influence and control of corrupt government officials and politically privileged people's who have property in the Waiakea areas which will result in the exposure of, and the membership of, and Enterprise of corrupt County State, and Federal officials organized and. controlled by and through "Local" cultural and ethnic norms that influence, control, or extort County, state, and federal officials and employees within the state of Hawaii, and Judges and Officers of the State and Federal Court systems in Hawaii, with the apparent membership of the RICO Enterprise to include, but not limited to, State Attorney General Mark Bennett, State Health Director Chiyome Fukino M.D., Former U.S. Attorney for Hawaii Edward Kubo, current U.S. Attorney for Hawaii Florence Nakakuni, U.S. Senator Daniel Inouye, and other officials identified and the court records RE: Cole v County of Hawaii Civil No. 10 -1 -0082 in the 3rd Circuit Court, State of Hawaii, and RE: Cole v County and State of Hawaii Civil No. 05 -00325 JMS -BMK, U.S. District Court, District of Hawaii. I believe you will find that your Hawaii County Corporate Counsel Lincoln S.T. Ashida does not understand the civil and criminal aspects of Securities & Exchange Commission violations, and he cannot use the "Local Boy" influence he has with the Hawaii County Police Department, County Officials, Judges, and Officers of the 3rd. Circuit State Court with the Lawyers and Federal Courts you will be facing. Google 18 USC 1344 and see for your self what you are facing, and remember Lincoln S.T. Ashida is just advising you, like a CPA would advise you on your Tax filings, it is your vote and your signature on the approval to issue $56M of Municipal General Obligation Bonds that are NOT legally directed towards any specific projects without full disclosure of the County's actions RE: Dan A.
