Your Committee on Finance, to which was referred Communication No. 708, reports as follows:
Communication No. 708, transmitted by Mayor Stephen K. Yamashiro, dated March 17, 2000,
nominates Ms. Elin T. Walburn of Council District 6 to serve on the Hawaii County Board of
Ethics.
Ms. Walburn, a 14-year resident of Hawaii, has been with Teichner, Walburn Associates since
1986, and has also managed the Lyman Museum Gift Shop since 1998. She is also involved
with the Big Island Industry Association (BIA), the Hawaii Forestry Industry Association
(HFIA), the National Association of Women in Industry Commission (NAWIC) and the
American Cancer Society. Of no political party affiliation, she will serve a term to end
December 31, 2000.
Pursuant to Article XIV, Section 14-5, Hawaii County Charter, there shall be a board of ethics
appointed by the mayor with the approval of the council.
Your Committee on Finance recommends the confirmation of Ms. Elin T. Walburn to the
Hawaii County Board of Ethics.
