When the Kona CDP was being created, the community asked to direct growth within the existing urban boundaries of the General Plan and to move our future urban centers into higher density transit oriented communities. While there has always been some apprehension about this new urbanism village style, it has allowed the other policies of the Kona CDP to be enacted as well, like supporting protection of shoreline, watersheds and agricultural landscapes in our Rural areas. Here with Kamakana Villages we have a single large parcel, with a single owner, who has selected a development partner with a demonstrated record of successfully building such New Urbanism communities elsewhere in the Country. As an added benefit to the community this project includes over 50% affordable units. This project is asking for several exemptions to moderate costs for the affordable units, little different than the County requested for its own projects in Waikoloa and Kaloko. The other exemptions are from existing codes to allow this first of its kind project for the Big Island to use the features of this New Urbanism paradigm. What a wonderful opportunity for Kona- A project that strives to meet the challenging goals of the Kona CDP and with a landowner /developer willing to stake their success on them as well. Let them give it a try. It is in large measure what we asked for and we need to start somehow. Please embrace this change and approve this request. Respectfully Submitted, en Melrose
