We firmly believe it to be extremely irresponsible for the Council to stage a last minute ditch effort to
pass the Mayor's request for a $56 million bond at this time. We believe it would be more prudent to
wait until after property tax revenues are known at the end of December. We also believe this to be
even more critical in light of the fact that the Mayor does not want to tie specific dollar amounts to
specific projects. Any dollars allocated under this bond fund (if and when it should pass) should be
labeled as "dedicated" funds and used only for those purposes.
