Honorable Council Members,
My name is Earl #mpukuand I am submitting testimony on behalf ofthe Hawaii Island
Contractor's Association as the Chairman ofthe Legislative Committee, as well as o small
business owner of o landscape contracting company in Hilo.
The HICA and myself strongly supports the passage of Bill 311 scheduled to be reconsidered
today, November 30, 2010. We believe that in these difficult economic times it is especially
important For government to take the lead in helping to create jobs as well as continue to
invest in the future. From o business standpoint, the County will be able to take advantage of
the lower bid prices available from contractors as well as lower borrowing costs from lenders.
As it is currently written, Bill 311 will allow for the flexibility needed to take advantage of
these circumstances by the County. Although borrowing money will add to the County's debt,
there are ways to afford it without having to raise taxes (such as further reducing County
labor costs) and it is o necessary investment to improve and maintain the local infrastructure
for the overall public benefit.
