When is it a good time to already owe $250 million plus and want to borrow more money? In the civilian world, that would be NEVER. It should also be NEVER for any government entity. At this time, I believe it is not prudent to borrow money when we already know that tax revenues are declining to the point they will not cover next years' projected budget. Instead, the council and mayor should be working together to come up with a plan to reduce expenses in order to balance the budget; not look for ways to increase the tax burden of the citizens.
