Your Committee on Finance, to which was referred Bill No. 49, reports as follows:
Bill No. 49, as transmitted by Deputy Parks and Recreation Director Julie Tulang, via
Communication No. 223, dated February 9, 1995, amends the Hawaii County Code, by adding a
new article to create Municipal Golf Course Funds.
The purpose of Bill No. 49 is to create this Fund so that all income generated from the imposition
of fees at each municipal golf course shall be deposited into its respective, individual municipal
golf course fund, to be expended by the department solely for the operation, maintenance, and
improvement of, that particular municipal golf course.
Your Committee suggested that the bill be amended to state that all income generated at each
municipal golf course be included and not just income generated from fees. This would then
include income collected from concessionaires. The Department of Parks and Recreation has
agreed to have this amended draft of Bill No. 49 ready by the first reading of this bill at the full
Council.
Your Committee on Finance is in accord with the purpose and intent of Bill No 49, and
recommends that it pass first reading.
